유엔 산하 기상학 전문기구인 세계기상기구(WMO), 미국 비영리 기후연구기관인 버클리어스, 유럽(EU) 기후변화 감시기구인 코페르니쿠스 기후변화서비스(C3S)는 지난 14일 지난해 세계 기온을 분석한 보고서를 내며 2025년이 역대 세 번째로 더운 해였다고 같은 결론을 내렸다.
WMO는 지난해 전 지구 평균기온이 산업화 이전(1850~1900년) 대비 1.44(±0.13)도 높았다고 밝혔다. 역대 가장 더운 해는 산업화 이전 대비 1.55도 높았던 2024년과 1.45도 높았던 2023년이다. 2015~2025년이 역대 기온 1~11위에 모두 자리하고 있다.
2015년 파리협정에서 설정한 기후위기 마지노선인 ‘산업화 대비 1.5도’에도 당시 예측보다 일찍 도달할 것으로 보인다. 버클리어스는 마지노선 도달까지 채 5년도 걸리지 않을 것으로 예측했다. C3S도 2030년이 오기 전 1.5도 한계에 도달할 가능성을 언급했다.
WMO는 최근 3년간 전 지구 연평균 기온은 산업화 이전 대비 1.48도 높아졌다고 분석했다. 이중 지난 3년 전 지구 연평균기온을 각각 산업화 이전 대비 1.48도, 1.6도, 1.47도 오른 것으로 WMO보다 높게 책정한 C3S는 “세 해의 전 지구 평균 기온은 산업화 이전 수준 대비 1.5도 상승을 초과했다”며 “3년 평균 기온이 1.5도 한계를 넘긴 첫 번째 사례”라고 경고했다.
버클리어스는 2023년부터 2025년까지의 급격한 온난화는 이전 추세에서 크게 벗어난 것으로 보인다”며 “온실가스 배출 패턴을 고려했을 때도 높은 수준으로, 저층운의 변화와 에어로졸 감소가 추가적인 온난화의 원인일 수 있다”고 추측했다.
해양 온난화는 광범위하게 진행됐다. WMO는 지난해 전 지구 연평균 해수면 온도가 1981~2010년 평균보다 0.49도 높아 역대 3위를 기록했다고 밝혔다. 지난해에는 엘니뇨 없이 약한 라니냐 현상만 있었고, 라니냐 현상은 일반적으로 지구 평균 기온을 떨어뜨리지만 지난해에는 하강 효과가 미미했다고 버클리어스 연구진은 설명했다.
지표면 기온도 곳곳에서 기록을 갈아치웠다. 육지 기준 지난해는 역대 두 번째로 따뜻한 해였다고 버클리어스는 밝혔다. 지난해 육지 평균 기온은 산업화 이전 대비 2.03도 높았다. 특히 아시아와 북태평양 일부 지역에서 극심한 고온 현상이 관측됐다. 연구진은 육지 지역이 해양보다 약 두 배 빠른 속도로 온난화되고 있다고 분석했다.
C3S에 따르면 극지방 기온도 크게 올라 남극 기온은 역대 최고치를 기록했으며 북극 기온은 두 번째로 높은 수치를 찍었다.
한국의 연평균기온은 13.7도로 2024년에 이어 역대 두 번째로 높았다. 최근 3년이 역대 1~3위인 것은 전 지구 평균과 같았다. 학계는 전 세계 평균보다 동아시아의 기후 변화가 더욱 뚜렷하게 일어나고 있음에 주목했다.
국종성 서울대 지구환경과학부 교수는 “지난해 전 지구 평균 기온은 관측 이래 3위였지만 동아시아 일부 지역에서는 사상 최고 수준의 고온과 해양 고수온이 나타나 지역 기록 경신이 두드러졌다”며 “지구온난화의 결과인 동시에 대기 질 개선으로 에어로졸이 감소해 지역 온난화와 수증기·강수 순환이 증폭됐을 가능성도 있다. 지역 기후 메커니즘에 대한 정밀한 진단이 필요하다”고 말했다.
‘미래를 사는 남자’ 일론 머스크가 최근 대담에 나와서 그랬다. ‘보편 기본소득(UBI)’을 넘어 ‘보편 고소득(UHI)’ 사회가 올 거라고. 그날이 오면, 저축도 필요 없고, 노동은 하고 싶은 사람만 하게 될 거라 했다. “마치 슈퍼에 가면 채소가 있는데, 키우는 게 좋아서 텃밭을 가꾸는 것처럼” 말이다. 이를 가능케 하는 건 인공지능(AI)·휴머노이드란다.
다가올 세상에선 휴머노이드가 같이 농구를 하고, 기타 합주를 하고, 쓰러지면 심폐소생술(CPR)까지도 해줄 것 같다. 나아가 소설가 토머스 모어가 <유토피아>(1515)에서 꺼낸 기본소득보다 높은 비현실적 이상사회, ‘노동으로부터 해방된 세상’이 AI 덕에 열릴까. 솔직히 당장은 걱정이 더 앞선다.
일단 회계사 같은 전문직은 물론 단순 노무직까지 AI에 밀려 뿌리째 흔들릴 지경이다. “4년이면 거의 모든 인간보다 낫고, 5년이면 비교 자체가 안 된다.” 머스크는 AI 의술을 치켜세우며 의대는 가지 말라고 조언했다. 현대차 공장의 조립노동자라면 ‘21세기판 러다이트 운동’을 해야 할지도 모르겠다.
보스턴다이내믹스의 ‘아틀라스’를 비롯해 올해 라스베이거스발 CES 소식을 보노라면 로봇 세상이 곧 펼쳐질 듯한 기세다.
휴머노이드와 인류는 어떻게 공존해야 할 것인가가 숙제로 닥쳤다. 영화 <엑스 마키나>(2015)나 드라마 <리얼 휴먼>(2012) 속 휴머노이드들에서 그렸듯, 점점 인간과의 경계가 모호해질 테다.
이들이 던진 궁극의 질문은 ‘대체 어떤 모습까지가 실존적 존재일까’라는 데로 가닿는다. 우리의 생각이나 감정조차도 정말 ‘진짜’인가. 이미 네이버 지식인의 정보가 내 지식이 아니듯, 챗GPT 시대는 기존 경계들을 허문다. 나아가 ‘내가 AI인가, AI가 나인가’ 헷갈릴 물아일체의 지경이 펼쳐질 수도 있다.
어느새 AI가 인간을 넘어서는 ‘특이점(singularity)’ 안에 들어와버렸다는 평가까지 벌써 나온다. AGI(인공일반지능)가 조만간 실현될 것으로 보는 전문가들도 있다.
당장 현실적인 얘기부터 하자면, 아틀라스는 국내 산업계에 고민을 던져준다. 마치 2009년 즈음 ‘스마트폰 혁명’의 구조와도 닮았다. 삼성, LG는 스마트기기의 핵심인 운영체제(OS)는 구글에 의지하는 상태였다. 그 대신 액정화면, 카메라, 반도체 같은 하드웨어를 최적화하는 데 주력했다. 아틀라스에도 엔비디아 AI 칩과 구글 제미나이 소프트웨어가 핵심인 두뇌 역할을 맡는다.
이는 근본 질문을 한국 산업계나 정부에 던진다. ‘주권 AI’에 어떤 방향으로 공을 들여야 할 것인가 하는 문제다.
AI는 미·중 갈등의 최전선, 어쩌면 최후전선이 될 공산이 크다. 이들의 핵심기술 경쟁에 우리가 맞짱을 뜨긴 쉽잖다. 그런 AI를 산업에 잘 접목하는 우리의 기술력이 더 돋보일 수 있다. ‘깐부치킨 회동’ 즈음 젠슨 황 엔비디아 최고경영자(CEO)도 한국은 ‘피지컬 AI’를 실현할 모든 것을 갖춘 곳이라 했다.
비슷한 맥락에서 이재명 정부가 내세운 ‘AI 3대 강국’ 목표는 다소 애매하다. 오히려 ‘AI 활용 최강국’이 더 정확할 수 있다. 이때 중요한 게 요즘 강조되는 ‘추론 AI’다. 추론 작업이란 다양한 경험이 쌓여서 완성되는 것이기 때문이다. 성냥개비부터 반도체, 자동차, 선박까지 만드는 보기 드문 한국 산업의 폭넓음과 깊이는 큰 기회요소다. AI의 가공할 위력은 ‘추론에 추론’을 거듭하며 ‘최적의 최적’을 몇곱절씩 반복 학습해내는 점이다. 과연 인간이 제어해낼 수 있을까 싶을 만큼.
인류는 제임스 캐머런의 영화처럼 ‘T-1000’을 겨우겨우 따돌리기에 급급한 터미네이터라도 고안해야 할 수도 있다. AI 연구로 2024년 노벨 물리학상을 받은 제프리 힌턴 미 토론토대 명예교수는 아예 AI 통제는 어렵다고 본다. 대신 “모성본능을 AI에 심는 것이 유일한 현실적 대안”이라 할 정도다.
인간을 위한 AI, 자연과 더불어 살아가는 로봇이 되도록 하는 게 인류의 목표가 돼야 옳다. ‘법 없이도 산다는, 셀프 도덕률의 무법자’ 도널드 트럼프 같은 이들 때문이라도 AI에 참도덕은 꼭 심어주길 바란다. 저런 자들 손아귀에 T-1000 같은 게 쥐어질 경우 세계는 무시무시한 혼돈으로 얼룩질 수도 있다.
보다 근본적으로는 휴머노이드와 대비되는 ‘인간다움’에 대한 답을 찾아야 AI에 맞설 수 있지 않을까. AI에 비판적 사고력을 키우는 교육 또한 중요하겠다. 언젠가 AI가 우리한테 이렇게 물을 수도 있어서다.

3대(내란·김건희·채 상병) 특검이 마무리하지 못한 사건을 이어서 수사하는 2차 종합특검 법안이 15일 국회 본회의에 상정됐다. 보수야당은 이에 반대해 필리버스터(무제한토론)에 돌입했지만 더불어민주당 주도로 16일 가결될 것으로 보인다.
우원식 국회의장은 이날 열린 본회의에 2차 종합특검 법안을 상정했다. 민주당을 비롯한 여권 주도로 법제사법위원회에서 통과됐으며 정청래 민주당 대표가 새해 1호 처리를 공언한 법안이다.
특검이 ‘노상원 수첩’ 등 윤석열 정부의 내란·외환 기획 의혹, 윤석열·김건희 부부의 검찰 수사 관여 및 선거 개입 등 국정농단 의혹, 채 상병 순직 관련 구명 로비 의혹 등을 최장 170일 동안 수사토록 규정했다.
국민의힘과 개혁신당은 2차 종합특검 법안이 상정되자 필리버스터에 돌입했다. 첫 주자로 나선 천하람 개혁신당 원내대표는 “지금 우리에게 필요한 건 재탕 삼탕으로 죽은 권력을 부관참시하는 2차 종합특검이 아니라, 살아 있는 권력의 부패를 도려내는 통일교 특검과 돈 공천 특검”이라고 말했다.
민주당 의원들은 필리버스터가 시작되자 곧바로 종결 요구서를 제출했다. 이에 따라 24시간 뒤인 16일 오후에 민주당 등 범여권 주도로 필리버스터를 종결하고 특검법안을 가결할 것으로 예상된다.
여야가 합의한 민생법안 11건은 이날 본회의에서 처리됐다. 국토교통부 소속 항공·철도사고조사위원회를 국무총리 소속 기구로 격상해 독립성을 강화하는 항공철도사고조사법 개정안, 정부 산하 미세먼지특별위원회 활동 기간을 5년 연장하는 미세먼지법 개정안 등이 가결됐다.
4성 장군(대장)이 비위를 저질렀을 때의 징계 공백을 해소하는 군인사법 개정안도 본회의 문턱을 넘었다.
민주당과 국민의힘이 각각 제출한 쿠팡 국정조사 요구서도 본회의에 보고됐다. 양당 지도부가 향후 조사 대상과 특별위원회 구성 등을 조율해 추진 여부를 결정할 것으로 예상된다.

유엔 산하 기상학 전문기구인 세계기상기구(WMO), 미국 비영리 기후연구기관인 버클리어스, 유럽(EU) 기후변화 감시기구인 코페르니쿠스 기후변화서비스(C3S)는 지난 14일 지난해 세계 기온을 분석한 보고서를 내며 2025년이 역대 세 번째로 더운 해였다고 같은 결론을 내렸다.
WMO는 지난해 전 지구 평균기온이 산업화 이전(1850~1900년) 대비 1.44(±0.13)도 높았다고 밝혔다. 역대 가장 더운 해는 산업화 이전 대비 1.55도 높았던 2024년과 1.45도 높았던 2023년이다. 2015~2025년이 역대 기온 1~11위에 모두 자리하고 있다.
2015년 파리협정에서 설정한 기후위기 마지노선인 ‘산업화 대비 1.5도’에도 당시 예측보다 일찍 도달할 것으로 보인다. 버클리어스는 마지노선 도달까지 채 5년도 걸리지 않을 것으로 예측했다. C3S도 2030년이 오기 전 1.5도 한계에 도달할 가능성을 언급했다.
WMO는 최근 3년간 전 지구 연평균 기온은 산업화 이전 대비 1.48도 높아졌다고 분석했다. 이중 지난 3년 전 지구 연평균기온을 각각 산업화 이전 대비 1.48도, 1.6도, 1.47도 오른 것으로 WMO보다 높게 책정한 C3S는 “세 해의 전 지구 평균 기온은 산업화 이전 수준 대비 1.5도 상승을 초과했다”며 “3년 평균 기온이 1.5도 한계를 넘긴 첫 번째 사례”라고 경고했다.
버클리어스는 2023년부터 2025년까지의 급격한 온난화는 이전 추세에서 크게 벗어난 것으로 보인다”며 “온실가스 배출 패턴을 고려했을 때도 높은 수준으로, 저층운의 변화와 에어로졸 감소가 추가적인 온난화의 원인일 수 있다”고 추측했다.
해양 온난화는 광범위하게 진행됐다. WMO는 지난해 전 지구 연평균 해수면 온도가 1981~2010년 평균보다 0.49도 높아 역대 3위를 기록했다고 밝혔다. 지난해에는 엘니뇨 없이 약한 라니냐 현상만 있었고, 라니냐 현상은 일반적으로 지구 평균 기온을 떨어뜨리지만 지난해에는 하강 효과가 미미했다고 버클리어스 연구진은 설명했다.
지표면 기온도 곳곳에서 기록을 갈아치웠다. 육지 기준 지난해는 역대 두 번째로 따뜻한 해였다고 버클리어스는 밝혔다. 지난해 육지 평균 기온은 산업화 이전 대비 2.03도 높았다. 특히 아시아와 북태평양 일부 지역에서 극심한 고온 현상이 관측됐다. 연구진은 육지 지역이 해양보다 약 두 배 빠른 속도로 온난화되고 있다고 분석했다.
C3S에 따르면 극지방 기온도 크게 올라 남극 기온은 역대 최고치를 기록했으며 북극 기온은 두 번째로 높은 수치를 찍었다.
한국의 연평균기온은 13.7도로 2024년에 이어 역대 두 번째로 높았다. 최근 3년이 역대 1~3위인 것은 전 지구 평균과 같았다. 학계는 전 세계 평균보다 동아시아의 기후 변화가 더욱 뚜렷하게 일어나고 있음에 주목했다.
국종성 서울대 지구환경과학부 교수는 “지난해 전 지구 평균 기온은 관측 이래 3위였지만 동아시아 일부 지역에서는 사상 최고 수준의 고온과 해양 고수온이 나타나 지역 기록 경신이 두드러졌다”며 “지구온난화의 결과인 동시에 대기 질 개선으로 에어로졸이 감소해 지역 온난화와 수증기·강수 순환이 증폭됐을 가능성도 있다. 지역 기후 메커니즘에 대한 정밀한 진단이 필요하다”고 말했다.
‘미래를 사는 남자’ 일론 머스크가 최근 대담에 나와서 그랬다. ‘보편 기본소득(UBI)’을 넘어 ‘보편 고소득(UHI)’ 사회가 올 거라고. 그날이 오면, 저축도 필요 없고, 노동은 하고 싶은 사람만 하게 될 거라 했다. “마치 슈퍼에 가면 채소가 있는데, 키우는 게 좋아서 텃밭을 가꾸는 것처럼” 말이다. 이를 가능케 하는 건 인공지능(AI)·휴머노이드란다.
다가올 세상에선 휴머노이드가 같이 농구를 하고, 기타 합주를 하고, 쓰러지면 심폐소생술(CPR)까지도 해줄 것 같다. 나아가 소설가 토머스 모어가 <유토피아>(1515)에서 꺼낸 기본소득보다 높은 비현실적 이상사회, ‘노동으로부터 해방된 세상’이 AI 덕에 열릴까. 솔직히 당장은 걱정이 더 앞선다.
일단 회계사 같은 전문직은 물론 단순 노무직까지 AI에 밀려 뿌리째 흔들릴 지경이다. “4년이면 거의 모든 인간보다 낫고, 5년이면 비교 자체가 안 된다.” 머스크는 AI 의술을 치켜세우며 의대는 가지 말라고 조언했다. 현대차 공장의 조립노동자라면 ‘21세기판 러다이트 운동’을 해야 할지도 모르겠다.
보스턴다이내믹스의 ‘아틀라스’를 비롯해 올해 라스베이거스발 CES 소식을 보노라면 로봇 세상이 곧 펼쳐질 듯한 기세다.
휴머노이드와 인류는 어떻게 공존해야 할 것인가가 숙제로 닥쳤다. 영화 <엑스 마키나>(2015)나 드라마 <리얼 휴먼>(2012) 속 휴머노이드들에서 그렸듯, 점점 인간과의 경계가 모호해질 테다.
이들이 던진 궁극의 질문은 ‘대체 어떤 모습까지가 실존적 존재일까’라는 데로 가닿는다. 우리의 생각이나 감정조차도 정말 ‘진짜’인가. 이미 네이버 지식인의 정보가 내 지식이 아니듯, 챗GPT 시대는 기존 경계들을 허문다. 나아가 ‘내가 AI인가, AI가 나인가’ 헷갈릴 물아일체의 지경이 펼쳐질 수도 있다.
어느새 AI가 인간을 넘어서는 ‘특이점(singularity)’ 안에 들어와버렸다는 평가까지 벌써 나온다. AGI(인공일반지능)가 조만간 실현될 것으로 보는 전문가들도 있다.
당장 현실적인 얘기부터 하자면, 아틀라스는 국내 산업계에 고민을 던져준다. 마치 2009년 즈음 ‘스마트폰 혁명’의 구조와도 닮았다. 삼성, LG는 스마트기기의 핵심인 운영체제(OS)는 구글에 의지하는 상태였다. 그 대신 액정화면, 카메라, 반도체 같은 하드웨어를 최적화하는 데 주력했다. 아틀라스에도 엔비디아 AI 칩과 구글 제미나이 소프트웨어가 핵심인 두뇌 역할을 맡는다.
이는 근본 질문을 한국 산업계나 정부에 던진다. ‘주권 AI’에 어떤 방향으로 공을 들여야 할 것인가 하는 문제다.
AI는 미·중 갈등의 최전선, 어쩌면 최후전선이 될 공산이 크다. 이들의 핵심기술 경쟁에 우리가 맞짱을 뜨긴 쉽잖다. 그런 AI를 산업에 잘 접목하는 우리의 기술력이 더 돋보일 수 있다. ‘깐부치킨 회동’ 즈음 젠슨 황 엔비디아 최고경영자(CEO)도 한국은 ‘피지컬 AI’를 실현할 모든 것을 갖춘 곳이라 했다.
비슷한 맥락에서 이재명 정부가 내세운 ‘AI 3대 강국’ 목표는 다소 애매하다. 오히려 ‘AI 활용 최강국’이 더 정확할 수 있다. 이때 중요한 게 요즘 강조되는 ‘추론 AI’다. 추론 작업이란 다양한 경험이 쌓여서 완성되는 것이기 때문이다. 성냥개비부터 반도체, 자동차, 선박까지 만드는 보기 드문 한국 산업의 폭넓음과 깊이는 큰 기회요소다. AI의 가공할 위력은 ‘추론에 추론’을 거듭하며 ‘최적의 최적’을 몇곱절씩 반복 학습해내는 점이다. 과연 인간이 제어해낼 수 있을까 싶을 만큼.
인류는 제임스 캐머런의 영화처럼 ‘T-1000’을 겨우겨우 따돌리기에 급급한 터미네이터라도 고안해야 할 수도 있다. AI 연구로 2024년 노벨 물리학상을 받은 제프리 힌턴 미 토론토대 명예교수는 아예 AI 통제는 어렵다고 본다. 대신 “모성본능을 AI에 심는 것이 유일한 현실적 대안”이라 할 정도다.
인간을 위한 AI, 자연과 더불어 살아가는 로봇이 되도록 하는 게 인류의 목표가 돼야 옳다. ‘법 없이도 산다는, 셀프 도덕률의 무법자’ 도널드 트럼프 같은 이들 때문이라도 AI에 참도덕은 꼭 심어주길 바란다. 저런 자들 손아귀에 T-1000 같은 게 쥐어질 경우 세계는 무시무시한 혼돈으로 얼룩질 수도 있다.
보다 근본적으로는 휴머노이드와 대비되는 ‘인간다움’에 대한 답을 찾아야 AI에 맞설 수 있지 않을까. AI에 비판적 사고력을 키우는 교육 또한 중요하겠다. 언젠가 AI가 우리한테 이렇게 물을 수도 있어서다.

3대(내란·김건희·채 상병) 특검이 마무리하지 못한 사건을 이어서 수사하는 2차 종합특검 법안이 15일 국회 본회의에 상정됐다. 보수야당은 이에 반대해 필리버스터(무제한토론)에 돌입했지만 더불어민주당 주도로 16일 가결될 것으로 보인다.
우원식 국회의장은 이날 열린 본회의에 2차 종합특검 법안을 상정했다. 민주당을 비롯한 여권 주도로 법제사법위원회에서 통과됐으며 정청래 민주당 대표가 새해 1호 처리를 공언한 법안이다.
특검이 ‘노상원 수첩’ 등 윤석열 정부의 내란·외환 기획 의혹, 윤석열·김건희 부부의 검찰 수사 관여 및 선거 개입 등 국정농단 의혹, 채 상병 순직 관련 구명 로비 의혹 등을 최장 170일 동안 수사토록 규정했다.
국민의힘과 개혁신당은 2차 종합특검 법안이 상정되자 필리버스터에 돌입했다. 첫 주자로 나선 천하람 개혁신당 원내대표는 “지금 우리에게 필요한 건 재탕 삼탕으로 죽은 권력을 부관참시하는 2차 종합특검이 아니라, 살아 있는 권력의 부패를 도려내는 통일교 특검과 돈 공천 특검”이라고 말했다.
민주당 의원들은 필리버스터가 시작되자 곧바로 종결 요구서를 제출했다. 이에 따라 24시간 뒤인 16일 오후에 민주당 등 범여권 주도로 필리버스터를 종결하고 특검법안을 가결할 것으로 예상된다.
여야가 합의한 민생법안 11건은 이날 본회의에서 처리됐다. 국토교통부 소속 항공·철도사고조사위원회를 국무총리 소속 기구로 격상해 독립성을 강화하는 항공철도사고조사법 개정안, 정부 산하 미세먼지특별위원회 활동 기간을 5년 연장하는 미세먼지법 개정안 등이 가결됐다.
4성 장군(대장)이 비위를 저질렀을 때의 징계 공백을 해소하는 군인사법 개정안도 본회의 문턱을 넘었다.
민주당과 국민의힘이 각각 제출한 쿠팡 국정조사 요구서도 본회의에 보고됐다. 양당 지도부가 향후 조사 대상과 특별위원회 구성 등을 조율해 추진 여부를 결정할 것으로 예상된다.
