수원소년범죄변호사 더불어민주당이 대전·충남 행정통합을 위한 특별법안을 늦어도 다음주 초까지 국회에 발의하기로 했다. 민주당이 발의할 특별법안에는 253개 조항과 229개 특례가 담길 예정이다. 통합특별시 명칭에는 대전과 충남이 모두 들어가며, 교육감도 통합 교육감을 뽑는 안이 유력하다.
민주당 ‘충남·대전 통합 및 충청지역 발전특별위원회(충청특위)’ 공동위원장인 박정현 대전시당 위원장은 19일 대전시의회에서 가진 기자간담회에서 특별법 추진 상황을 설명하며 이같이 밝혔다.
박 위원장은 “통합 특별법안은 이미 성안이 거의 다 됐고 이번 주 특위에 보고되면 빠르면 이번주, 늦어지면 다음주 초에 발의가 될 것”이라며 “1차 목표는 당초 얘기한 것보다 빠른 설 연휴 전에 법안을 통과시키는 것이고, 그게 어렵다면 2월 말까지는 통과를 시키려 한다”고 말했다.
이어 “(현재까지 마련된 법안은) 253개 정도 조항으로 돼 있고, 그 안에 229개 특례가 들어가 있다”며 “특례에는 김민석 국무총리가 발표한 재정 지원과 서울시에 준하는 위상, 공공기관 이전 등의 내용이 들어가며, 103개는 기존에 있는 특례를 활용하고 126개는 발굴한 특례를 담았다고 보면 된다”고 밝혔다.
박 위원장은 다만 “특례 내용들이 나오기는 했으나 특위 차원에서 지역에 필요한 특례가 있으면 조금 더 넣는 역할을 하려고 한다”면서 “법안 통과 전까지는 심사 과정에서 (수정이) 가능하기 때문에 여러 의견을 수렴하는 과정들을 거칠 것”이라고 말했다.
민주당 충청특위는 지난달 출범 당시 2월 초를 법안 발의 마지노선으로 정하고, 2월 중 또는 3월 초까지는 특별법을 통과시킨다는 느슨한 로드맵을 제시했었다. 박 위원장은 “3월까지도 얘기를 했지만 선거 등 여러 일정과 연동해서 보면 2월 말까지는 법이 통과 돼야 선거가 원활하게 진행될 수 있을 것 같다”고 밝혔다.
당초 계획보다 특별법 제정에 더 속도를 내는 셈이지만 여야간 협의와 법안 조정이 원활히 이뤄질 수 있을지는 지켜봐야 할 대목이다. 민주당 법안이 공개되면 앞서 대전·충남 행정통합 특별법안을 먼저 발의한 국민의힘과의 상당한 줄다리기가 예상된다.
국민의힘은 지난 16일 김민석 총리의 행정통합 인센티브 발표 내용에 대해 수석대변인 논평을 내고 “내용을 뜯어보면 지방이 요구해 온 핵심인 권한·재정 이양은 빠진 ‘반쪽짜리 통합’을 밀어붙이겠다는 말과 다르지 않다”며 “국민의힘이 오래 고민하고 치열한 토론 과정을 거치며 대전·충남의 성공적 통합 방안을 완성시킨 법안의 신속한 통과에 민주당이 동참할 것을 촉구한다”고 밝혔었다.
민주당은 논란의 소지가 있는 통합 특별시 명칭에는 대전과 충남을 모두 담고, 교육감은 주민 직선제를 유지하면서 통합 교육감을 뽑는 방안을 담을 것으로 전해졌다. 박 위원장은 “(명칭은) 대전과 충남이라는 정체성이 들어가야 하기 때문에 대전충남 통합특별시로 하는 것이 가장 무난하다고 생각한다”며 “교육감은 여러 의견이 있지만 단일 특별시장을 뽑기 때문에 교육감도 단일 교육감을 뽑는다는 내용이 법안에는 담겨 있다”고 설명했다.
자택에 침입한 강도에게 역고소를 당한 그룹 ‘애프터스쿨’ 출신 배우 나나에게 경찰이 불송치 결정을 내렸다.
경기 구리경찰서는 살인미수 및 특수상해 혐의로 입건된 나나에 대해 혐의없음으로 보고 불송치 결정했다고 16일 밝혔다.
앞서 나나의 자택에 침입한 혐의로 구속 송치된 A씨(30대)는 지난해 12월 구치소에서 “나나에게 흉기에 의해 피해를 입었다”며 고소장을 제출했다.
경찰은 고소가 접수됨에 따라 절차상 나나를 피의자로 입건해 조사를 진행했다. 경찰은 사건 경위 등을 종합해볼때 나나의 행위가 정당방위에 해당한다고 판단해 불송치 결정을 내렸다.
경찰은 앞서 A씨를 구속 송치할 당시에도 나나가 가한 상해에 대해 정당방위에 해당한다고 판단한 바 있다.
