의정부상간소송변호사 KT가 무단 소액결제·해킹 사태로 해지 위약금 면제 조치를 시행한 2주간 가입자 31만명이 이탈한 것으로 집계됐다.
13일 업계에 따르면 지난해 KT가 위약금 면제 조치를 시작한 12월31일부터 마감일인 이날까지 총 31만2902명의 KT 고객이 다른 통신사로 이동했다. 이는 지난해 7월 SK텔레콤이 5~14일 열흘간 위약금을 면제했을 당시 기록한 이탈 가입자 수 16만6441명을 크게 웃도는 수치다.
이번 조치로 SK텔레콤이 가장 큰 반사이익을 본 것으로 나타났다. 위약금 면제 기간 KT 이탈자 가운데 64.4%인 20만1562명은 SK텔레콤으로 이동했고, 22.4%인 7만130명은 LG유플러스를 선택했다. 나머지는 알뜰폰(MVNO)으로 옮겼다.
이 기간 동안 신규 가입을 감안한 KT의 순감 규모 23만8000명이다. SK텔레콤과 LG유플러스는 각각 16만5000명과 5만5000명이 순증한 것으로 나타났다.
위약금 면제 소급 적용기간인 지난해 9월1일부터 12월30일까지 KT를 떠난 가입자는 약 35만명으로, KT가 위약금을 환급해줘야 할 가입자는 66만명 가량으로 추산된다.
업계에서는 KT가 데이터 추가 제공 등 체감도가 낮은 보상안을 내놓고, 이통 3사 모두 큰 규모의 보조금 정책을 집행하면서 KT 가입자가 대거 이탈한 것으로 보고 있다. 대규모 고객 이탈로 전산장애가 발생하고, 일부 유통점에서는 갤럭시 S25, 갤럭시 Z플립7, 아이폰17 등 최신 기종의 재고 부족 현상이 나타나기도 했다.
SK텔레콤이 지난해 해킹 사태 때 이탈한 고객이 재가입하면 가입연수와 멤버십 등급을 해지 이전 수준으로 복원해주는 프로그램을 운영한 점도 영향을 미친 것으로 보인다.
SK텔레콤의 경우 지난해 4월 해킹 사고 직후부터 이탈자가 꾸준히 늘었던 반면, KT는 지난해 8월 해킹 이후 가입자 변동이 적다가 이번 면제 기간에 급증했다는 분석도 있다.
법원이 용인 첨단시스템반도체 클러스터 국가산업단지 계획 승인이 적법하다고 판단했다. 법원은 기후단체 등이 행정소송을 낼 자격이 있다고 인정했지만, 산업단지 계획을 취소할 만큼의 위법성은 없다고 봤다.
서울행정법원 행정14부(재판장 이상덕)는 15일 기후단체 등이 국토교통부를 상대로 제기한 용인 첨단시스템반도체 클러스터 국가산업단지 계획 승인 처분 취소 청구 행정소송에서 원고 패소 판결했다. 용인 국가산업단지 계획은 경기 용인시 처인구 남사읍 일대 777만㎡ 규모의 시스템반도체 특화 국가산업단지를 조성하는 사업으로, 국토부는 2024년 12월 산업단지 계획 승인 처분을 냈다. 이에 기후솔루션과 산단 계획 지역 주민 5명 등 16명은 지난해 3월 “사업 승인 과정에서 기후변화영향평가가 부실하게 진행됐다”며 산업단지 계획 승인 처분 취소 소송을 제기했다.
재판부는 기후단체와 주민의 원고적격은 인정하면서도, 산업단지 계획을 취소할 만큼의 절차상 하자는 없다고 판단했다. 재판부는 “기후변화영향평가에 다소 미흡한 부분이 있다고 해도, 그 미흡의 정도가 기후변화영향평가를 하지 않은 것과 다를 바 없는 정도라고 평가하기는 어렵다”며 “이로 인해 산업단지 계획 승인 처분이 곧바로 위법하게 되는 것은 아니다”라고 했다.
환경영향 예측에 대한 정부의 재량권도 폭넓게 인정했다. 재판부는 “‘자연환경·생활환경에 미치는 영향’과 같이 장래에 발생할 불확실한 상황과 파급 효과에 대한 예측이 필요한 요건에 관한 행정청의 재량적 판단은 폭넓게 존중해야 한다”고 했다. 재판부는 국토부 장관이 산단 계획 승인 처분 과정에서 재량권을 일탈·남용하지도 않았다고 봤다.
원고 측은 항소 여부를 검토하겠다고 밝혔다. 기후솔루션 등은 입장문에서 “이번 결정은 기후변화영향평가 대상 지역 외에 거주하는 원고들을 비롯한 모든 원고들에게 산단 계획 승인 처분의 효력을 다툴 원고적격을 인정했다는 점에서 큰 의미가 있다”면서도 “기후위기 시대에 대규모 전력 수요를 수반하는 산업단지가 어떤 전력 수급 구조 위에서 추진돼야 하는지에 대한
