‘국민’ 타이틀 붙은 스타들 총출동

도널드 트럼프 미국 행정부가 최근 미네소타주에서 일어나고 있는 이민자 단속 반대 시위를 내란법을 발동해 진압할 수 있다고 밝혔다.
AP통신에 따르면 트럼프 대통령은 15일(현지시간) 엑스에 “만약 미네소타의 부패한 정치인들이 법을 준수하지 않고 임무를 수행하는 이민세관단속국의 애국자들을 공격하는 선동가들과 반란 세력을 멈추지 않는다면, 나는 과거 많은 대통령들이 해온 것처럼 내란법을 발동해 한때 위대했던 이 주에서 벌어지고 있는 참극을 신속히 종식할 것”이라고 밝혔다.
내란법은 시민 소요나 무장 반란 등 비상사태를 진압하기 위해 미국 영토 내에 군대를 배치할 수 있도록 하는 권한을 대통령에게 부여하는 법이다. 내란법이 발동되면 군대는 평상시 허용되지 않던 체포 및 수색 권한을 갖게 된다.
이 법은 조지 워싱턴 미 초대 대통령이 1794년 펜실베이니아주에서 일어난 농민 봉기 사건인 ‘위스키 반란’을 진압하기 위해 사용한 이후 미국 역사상 30번 발동됐다. 1992년 조지 HW 부시 전 대통령 시절 로스앤젤레스(LA) 폭동을 진압하기 위해 마지막으로 발동됐다.
트럼프 대통령은 2020년 1기 행정부 당시 조지 플로이드 사망 사건으로 전국에서 ‘흑인의 생명도 소중하다’ 시위가 잇따르자 내란법 발동을 언급하기도 했다. 마크 에스퍼 당시 미 국방장관의 반대로 내란법 발동은 무산됐다.
크리스티 놈 국토안보부 장관은 이날 백악관에서 취재진과 만나 “트럼프 대통령과 내란법 발동에 대해 논의했다”라며 “이는 트럼프 대통령의 헌법적 권리”라고 말했다. 다만 트럼프 대통령이 내란법을 실제 발동할지는 알 수 없다고 덧붙였다.
이날 발표된 여론조사기관 유고브의 여론 조사에 따르면 시위 진압을 위한 트럼프 대통령의 내란법 발동에 대해 응답자의 51%가 반대했다. 응답자의 31%는 발동에 찬성했다.
‘서울서부지법 폭동 사태’의 배후로 지목된 전광훈 사랑제일교회 목사가 13일 구속됐다.
서울서부지법 김형석 영장전담부장판사는 이날 전 목사에 대한 구속 전 피의자 심문을 한 뒤 “증거인멸과 도주의 우려가 있다”고 구속영장을 발부했다.
앞서 경찰의 구속영장 신청을 받은 검찰은 지난 8일 법원에 구속영장을 청구했다. 검·경은 전 목사가 지난해 1월19일 서부지법이 윤석열 전 대통령의 구속영장을 발부한 직후 시위대가 법원에 난입하도록 부추겼다고 본다. 신앙심을 내세워 심리적 지배(가스라이팅)를 하고 측근과 보수 유튜버들에게 자금을 전하는 등 폭동 사태를 배후조종했다고도 보고 있다.
전 목사에 대한 경찰의 구속영장 신청서에는 전 목사가 지난해 11월 경찰 조사에서 “서부지법 판사는 모두 북한 편드는 사람들”이라며 “공수처(고위공직자범죄수사처)의 영장 청구 및 서부지법의 구속영장 발부 자체가 불법이라 판사를 타격하는 것이고 자신이 그런 명령을 발언한 것”이라고 진술했다고 적혀 있다.
경찰은 “(전씨의 진술을 보면) 매우 잘못된 생각을 전제로 깔고 있음을 확인할 수 있다”며 “그럼에도 불구하고 전씨는 매주 주말 집회마다 ‘국민저항권’을 발동할 수 있다고 대규모 군중들에게 지속적으로 설파함으로써 서부지법 침입자들에게 ‘국민저항권’ 명목으로 사법기관을 침입해도 되는 것이라는, 합법적 절차를 건너뛰어도 된다는 잘못된 관념을 주입해 서부지법 폭동 사태와 같은 중대한 범행이 발생했다”고 밝혔다.
서부지법이 윤 전 대통령에 대한 구속 전 피의자 심문을 진행한 지난해 1월18일 전 목사는 서울 광화문에서 열린 주일 연합 예배에서 “국민 저항권이 시작됐기 때문에 윤 대통령도 구치소에서 우리가 데리고 나올 수 있다”며 “헌법 위에 저항권이 있다”고 발언했다.
경찰은 지난해 7월 교회 사무실 등에 대한 압수수색을 앞두고 교회 사무실 PC가 대거 교체된 점 등을 들어 증거 인멸 우려도 강조한 것으로 파악됐다.
이날 전 목사는 오전 9시52분쯤 영장 심사를 받기 위해 서부지법에 나와 “우파 대통령 때와 달리 좌파 대통령만 되면 항상 나를 구속시킬려고 나쁜 말로 하면 이렇게 발작을 떤다”며 “(서부지법 사태 당일) 우리는 7시 전에 집회를 다 끝냈다”고 말했다. 이어 “서부지법 사태 때는 몸이 안 좋아서 5분 정도 연설하고 바로 집으로 갔고 (그때) 국민저항권에 대해서 설명을 좀 했다”며 “거기(서부지법) 들어간 팀들은 완전히 우리 팀이 아니다”라고 말했다.
전 목사는 법원에 들어가기 전 기자들과 만나 “광화문 운동 8년을 하면서 사건·사고가 항상 없었다”며 “경찰 충돌 없게 하라고 늘 강조했다”고도 말했다. ‘국민저항권 발언이 서부지법 사태에 영향을 끼쳤다는 것에 대해서 어떻게 생각하냐’는 질문엔 “국민저항권은 법을 보면 안다”며 “법대생 2학년에게 물어봐라”고 말했다.
이날 서부지법 앞에는 150여명이 모여 전 목사를 지지하는 집회를 했다. 이들은 전 목사가 법원으로 들어가자 손을 흔들며 “주여, 아버지” “영장 기각”을 외쳤다.
