수원형사전문변호사 제주의 한 식당에서 술을 먹고 소란을 피우다가 출동한 경찰관의 손가락을 물어뜯은 20대가 구속됐다.
제주 서귀포경찰서는 공무집행방해와 상해 혐의로 20대 A씨를 구속해 조사하고 있다고 15일 밝혔다.
A씨는 지난 12일 오전 2시40분쯤 서귀포시 대정읍의 한 식당에서 술을 마시고 소란을 피우다 신고받고 출동한 경찰관 B씨(40대·여)의 손가락을 물어 뜯고 또 다른 경찰관도 발로 차 폭행한 혐의를 받고 있다.
경찰관 B씨는 약지 손가락 한마디라 절단돼 병원에서 봉합수술을 받고 경과를 지켜보는 것으로 알려졌다.
경찰은 자세한 사건 경위를 조사중이다.

더불어민주당 지도부는 정부 검찰개혁안(중대범죄수사청·공소청 설치법안)을 논의하는 정책의원총회를 하루 앞둔 14일 “공소청 검사의 보완수사요구권은 수사·기소 분리 원칙에 반하지 않는다”며 여론전에 나섰다. 당내 강경파 의원들은 검사에게 일말의 수사권도 남겨둬선 안 된다며 반대하고 있다.
정청래 민주당 대표는 이날 충남 당진시 백석올미마을에서 기자들과 만나 “보완수사요구권은 보완수사권이 아니다”라며 “검사에게 보완수사권을 주는 건 수사권을 주는 문제이기 때문에 수사·기소 분리 원칙에 반하지만 보완수사요구권을 준다는 건 원칙에 맞는 얘기”라고 했다.
국무총리실 산하 검찰개혁추진단은 지난 12일 중수청 인력을 수사를 지휘하는 ‘수사사법관’과 현장 실무를 맡는 ‘전문수사관’으로 이원화하는 정부안을 입법예고했다. 공소청에 경찰·중수청이 송치한 사건에 대한 보완수사권이나 보완수사요구권을 부여할지는 추가 논의해 형사소송법 개정안에 담을 계획이다.
15일 정책의총을 앞두고 당정이 공소청의 보완수사권은 폐지하되 보완수사요구권은 남기는 방향으로 조율하는 양상이다. 김민석 국무총리는 정부안 발표 다음날인 지난 13일 페이스북에 “보완수사권에 대해선 일관되게 폐지가 원칙임을 밝혀왔다”고 적었다. 당 지도부 소속 한 의원도 이날 통화에서 “경찰 수사를 완전히 믿을 수 있느냐는 문제”라며 “보완수사요구권 정도는 줘서 경찰과 서로 견제할 수 있도록 해야 한다”고 말했다.
정 대표는 수사사법관 제도에 대해선 전날 유튜브 방송 <매불쇼>에서 “바람직하지 않다는 것이 내부 의원들 의견이고 최고위원들도 같은 생각”이라고 말했다. 정 대표는 정부안 발표 직전 보고받은 자리에서 “골품제도 아니냐”며 수사사법관 제도를 비판한 것으로 전해졌다.
하지만 당 지도부 내에서도 수사사법관 제도가 현실적으로 필요하다는 시각이 있다. 당 지도부 관계자는 이날 통화에서 “수사사법관은 기존 검찰의 전문적 수사 역량을 보존하고 로스쿨 출신 법조인을 수사 영역에 끌어오기 위한 제도”라며 “검사들의 수사력이 다 사장되고 중요 사건 수사가 잘못되면 이재명 정부가 곤경에 처할 가능성이 있다”고 말했다. 친이재명계 핵심으로 꼽히는 김영진 의원도 이날 MBC 라디오에서 수사사법관에 대해 “경찰에 수사권을 주는 시기에 수사가 암장되거나 제대로 수사가 되지 않았을 때 이런 문제들을 어떻게 예방할지 같이 고민할 필요가 있다”고 했다.
민주당은 정부안이 입법예고 기간을 거치고 행정안전위·법제사법위 심사를 통과해 본회의에 상정될 때까지 수차례 수정 논의를 이어갈 방침이다. 정 대표는 이날 충남 서산시 현장 최고위원회의에서 “당원과 의원, 국민이 다 참여할 수 있는 대규모 검찰개혁 공청회를 빨리 열라고 (한병도) 원내대표에게 특별 지시했다”며 “각종 토론회, 공청회를 열어 의견을 충분히 수렴하겠다”고 말했다.
민주당 강경파 의원들은 중수청 수사사법관 제도는 물론 공소청 보완수사요구권에도 반대하고 있다. 법사위원장인 추미애 의원은 이날 유튜브 방송 <김어준의 겸손은 힘들다 뉴스공장>에 출연해 “(보완수사)요구권도 요청권이라든지 톤다운을 시켜야 한다”고 주장했다. 수사사법관 제도에 대해선 “대형 로펌과 수사사법관 사이를 들락거리며 사법시장의 부패가 만연할 것”이라고
