인스타그램 팔로워 늘리기 배경훈 부총리 겸 과학기술정보통신부 장관이 최근 우주항공청의 잇단 전문가 이탈을 걱정하며 대책 마련을 주문했다.
배 부총리는 14일 서울 중구 중앙우체국에서 열린 부처 산하기관 업무보고에서 “한국이 우주강국으로 도약하기 위한 핵심은 인력 확보인데, 최근 떠들썩한 일이 있었다”고 지적했다.
우주청은 2024년 5월 개청 때 미국 항공우주국(NASA) 출신 전문가로 존 리 우주항공임무본부장과 김현대 항공혁신부문장을 영입했다. 우주항공임무본부는 우주청의 연구·개발(R&D)을 총괄하는 핵심 조직이다. 항공혁신부문은 첨단 무인기 등을 개발한다. 리 본부장은 지난해 10월, 김 부문장은 이달 우주청을 떠났다.
특히 우주청에 채용된 과학기술 전문가들은 3년 또는 5년마다 계약이 갱신되는 임기제 공무원 신분이다. 향후 고용상 불안이 생길 수 있다.
윤영빈 청장은 “NASA 출신 인사들은 개인 사유로 사직했지만 우주청 내에는 외국에서 학위를 받고 각종 경험을 쌓은 인사들이 상당수 있다”고 밝혔다. 윤 청장은 또 임기제 공무원 대다수는 “재신임(재계약)에는 문제가 없을 것”이라고 했다.
한편 배 부총리는 ‘누리호 발사 성공률 90% 달성’이 가능하겠느냐고도 물었다. 성공률 90%는 국내외 위성 운영 업체에 ‘우리가 만든 발사체는 당신 위성을 안전하게 지구 궤도로 옮길 수 있는 능력이 있다’는 점을 보여주는 지표다.
누리호는 2021년 1차 발사에 실패하고, 2022년부터 지난해까지 2~4차 발사는 성공했다. 배 부총리 등 업무보고 참석자들은 “발사 성공률 약 90%를 만들려면 최소 9차 발사까지 성공시켜야 한다”고 했다.
이상철 항공우주연구원장은 “한 해에 4번 발사할 수 있다면 가격 경쟁력이 ‘드라마틱’하게 좋아진다”고 했다. 발사체가 계속 우주로 떠나야 부품을 생산하는 국내 우주기술 생태계가 꾸준히 유지되고, 그래야 발사 비용이 줄어든다는 얘기다.
