성남음주운전변호사 이재명 정부 장관들이 최근 앞다퉈 산하기관 업무보고를 유튜브로 생중계하고 있다. 이 대통령이 부처 업무보고를 생중계한 뒤 산하기관까지 이어진 것이다. 일부에선 부처 내 회의도 생중계를 검토하고 있다. 관가에서는 이러다 자칫 “생중계용 따로, 내부용 따로 보고하게 될 수도 있다”는 목소리도 나왔다.
행정안전부, 국토교통부, 해양수산부 등은 14일 부처 장관이 산하기관 업무보고를 받는 과정을 생중계했다. 산업통상부, 중소벤처기업부, 과학기술정보통신부, 농림축산식품부, 고용노동부도 지난 12일 산하기관 업무보고를 생중계했다. 다만 재정경제부는 산하기관 업무보고를 지난해 말 이미 마쳐 이번에 유튜브 생중계를 하지 못했다.
산하기관 업무보고는 그간 각 부처 국·과장이 맡았다. 그러나 이 대통령이 지난해 말 “산하기관이나 조직이 얼빠진 행동을 하지 않게 잘 챙기라”라고 지시하고, 김민석 국무총리가 각 장관이 직접 업무보고를 받으라고 하고 각 부처에 생중계하라는 지침까지 내리면서 생중계가 시작됐다.
생중계는 업무보고를 넘어 부처 내 회의로까지 확산되고 있다. 법제처는 아예 매달 열리는 ‘월간 업무회의’ 녹화분을 유튜브 채널을 통해 사후 공개하기로 했다. 향후 생중계도 검토하고 있다. 중앙부처가 내부 의사결정 과정인 간부 업무회의를 정례적으로 일반 국민에 공개하는 것은 처음이라고 법제처는 전했다.
업무보고 생중계는 대국민 소통을 강화하고 업무 과정을 투명하게 공개한다는 장점이 있다. 그러나 대통령보다 상대적으로 관심이 떨어지는 산하기관 업무보고까지 사후 공개를 넘어 생중계해야 하는가를 두고 행정력 낭비 논란도 있다. 실제 각 부처 업무보고 생중계의 동시 시청자 수는 수백 명 수준에 그쳤다.
공직 사회에서는 생중계를 두고 우려도 나온다. 한 정부 관계자는 “특정 사안을 둘러싸고 다양한 이해관계 집단이 있는데 충분한 의견수렴 없이 생중계에서 즉흥적으로 결정될 우려가 있다”고 말했다. 다른 관계자는 “회의가 쇼츠 영상용으로 변질될 수 있다”며 “외부 공개용과 내부용 실제 회의를 두 번 해야 할 수도 있다”고 말했다.
반면 또 다른 관계자는 “국민들이 긍정적으로 평가하므로 따라야 한다”고 말했다.
경기 부천의 한 금은방에서 주인을 흉기로 찔러 살해하고 달아난 40대가 범행 4시간여 만에 경찰에 붙잡혔다.
경기남부경찰청은 15일 오후 5시34분쯤 서울 종로구의 한 거리에서 살인 혐의를 받는 40대 A씨를 긴급체포했다고 밝혔다.
A씨는 이날 오후 1시1분쯤 경기 부천시 원미구 상동의 한 금은방에서 주인 B씨(54)를 흉기로 찔러 숨지게 한 혐의를 받고 있다.
경찰은 “아내가 흉기에 찔려 쓰러져 있다”는 B씨 남편의 신고를 받고 출동해 수사에 착수했다.
경찰은 금은방 인근 폐쇄회로(CC)TV 등을 분석해 A씨를 용의자로 특정하고 추적에 나섰다. 이후 서울경찰청과 공조해 A씨를 검거했다.
