의정부차장검사출신변호사 화요일이자 24절기 중 마지막 절기 대한(大寒)인 20일 전국이 냉동고에 들어갔다.
우리나라 주변 서쪽에 고기압, 동쪽에 저기압이 자리한 ‘서고동저’ 기압계가 형성되며 찬 북풍이 불어 한파가 찾아왔다. 이날 아침 강원 양구(해안)는 기온이 -21.2도까지 하락했다.
강원 철원(마현)은 -20.7도, 화천(간동)은 -19.0도, 경기 포천(관인)은-18.0도까지 기온이 내려갔다. 서울은 -11.8도, 인천은 -12.8도, 대전은 -9.9도, 광주는 -5.8도, 대구는 -4.9도, 울산은 -4.0도, 부산은 -2.0까지 기온이 떨어지는 등 전국이 꽁꽁 얼었다.
이상 최저기온 기록은 오전 8시 기준으로 이후 기온이 떨어지면 바뀔 수 있다. 적어도 주말까지 강추위가 이어질 것으로 보인다.
이날 낮 최고기온은 -4∼7도로, 한낮에도 영하권을 벗어나지 못하는 지역이 많겠다.
21일은 아침 최저기온이 -17∼-4도로 이날보다 더 떨어지고 낮 최고기온은 -7∼3도에 머물겠다.
강풍은 추위를 부추기는 한편, 건조특보가 내려진 부산·울산과 대구·경북동해안을 중심으로 대기가 건조한 백두대간 동쪽의 화재 위험성을 높이겠다.
충남서해안과 전북서해안에 이날 오전, 경상해안에 오후, 전남해안에 밤, 제주(남부해안 제외)에 당분간 강풍이 이어질 전망이다. 다른 지역도 순간풍속이 시속 55㎞(15㎧) 안팎에 달할 정도로 바람이 거세게 불겠다.
강원남부동해안과 경북동해안엔 이날 오전에 1㎝ 미만 눈이 내리는 곳이 있겠다.
또 이날 늦은 밤부터 충남서해안·전라서해안·제주에 눈발이 날리기 시작하겠고 이후 21∼22일 전북남부서해안·전남서해안·제주중산간·제주산지·울릉도·독도에 대설특보가 내려질 정도로 많은 눈이 쏟아지겠다.
21∼22일 예상 적설은 울릉도와 독도 10~30㎝, 제주산지 5~15㎝(많은 곳 20㎝ 이상), 제주중산간 5~10㎝, 전북남부서해안과 전남서해안 3~10㎝, 제주해안 3~8㎝, 광주·전남중부내륙·전북북부서해안·전북남부내륙 1~5㎝, 서해5도 1~3㎝, 충남남부서해안 1㎝ 안팎이다.
국가인권위원회가 임기 종료를 앞둔 김용원 상임위원의 후임자로 임태훈 군인권센터 소장 등 4명을 후보자로 추천했다.
인권위는 20일 인권위원 후보추천위원회가 임 소장과 김원규 변호사(경기도 이민사회국장)·오영근 한양대 법학전문대학원 명예교수·이성훈 성공회대 시민평화대학원 겸임교수를 이재명 대통령에게 추천했다고 밝혔다.
인권위는 “(임 후보자는) 오랫동안 한국 사회 전반적인 인권과 군인권 증진을 위해 활동해왔다”며 “뛰어난 인권감수성으로 인권위 내부 및 시민사회 소통에 역량을 발휘할 것이라 기대된다”고 했다.
김 후보자에 대해선 “전문성과 소통 능력을 갖추었을 뿐 아니라 조직 안정화에 최적인 후보로 판단된다”고 밝혔다. 김 후보자는 경찰청 인권위원·서울시 시민인권침해구제위 위원 등을 역임했다.
인권위는 오 후보자를 두고는 “피해자학회 창립을 주도하는 등 인권 분야에 관심을 가져온 형사법학자”라며 “인권위의 위상을 바로 세우는 데 적임자로 판단된다”고 했다.
이 후보자에 대해선 “국제인권기준을 국내에 접목하며 인권 증진을 위한 가교 역할을 폭넓게 수행해왔다”며 “인권위 독립성·전문성을 확보하기 위한 실효적 방안을 고민해온 전문가”라고 했다.
추천위는 대통령비서실 주관으로 대통령 지명 3명·인권위 추천 3명·대한변호사협회 추천 1명 등 총 7명으로 구성돼 있다. 위원장은 황필규 공익인권법재단 공감 변호사가 맡았다.
추천위는 지난해 12월30일 첫 회의를 열어 후보자 심사기준과 공모 방안을 결정했고 지난 2일부터 13일까지 후보자를 공개 모집했다. 이 기간 중 추천된 사람에 대해 서류·면접심사를 거쳐 임 소장 등 4명을 최종 후보로 추렸다.
인권위 상임위원 지명권은 대통령에게 있다. 이 대통령은 추천된 4명 중 1명을 상임위원으로 임명한다.
